The districts of Seven are official subdivisions of the state of Seven. The first known mention of the word 'district' with respect to Seven was found in the diarist of an American colonist of the state in 1904, but the term was not used in an official sense until a state law was passed in 1921, stating that 'The State of Seven is divided into four districts - the Russian District, the American District, the Northern District and the Eastern District.' As time went on and new parts of the state were colonised, new districts were created, in order that the rural population might have representation as well as the towns. In the 1980s, as the population slowly began to grow again, people began to use the term once more, and the old district boundaries were used to set up csongor teams. Today they are used by the Governor as a basis for grassroots democracy, whereby the district chairman conveys concerns and requests from the citizens to the Governor. A list of districts is given below, together with the two other forms of subdivision, the National Park and the urban settlements of Kinley and Novosevensk. (Note: as Amish Kinley is not an official settlement, it is included as part of the Northern Cape District.)
