The project was a scam perpetrated by Pat Phelan and Vinny Ashford in which they would flee with the investor's deposits. Anna Windass and Michael Rodwell had heard as much but had no evidence to get the men arrested so Michael went to the site at night to gather some. The late delivery scared him, particularly when the man approached him with his van's headlights behind him, creating a silhouette which appeared to be Phelan himself.
