The Ministry of Foreign Affairs is a ministry of the Russian Empire charged with managing foreign affairs of the Empire, signing treaties, joining world organizations and alliances, recieving and crediting embassies, establishing and sending embassies, and protecting Russian citzens on travel in foreign countries, including the United States.

This attitude goes so far that Lovian diplomats often consider themselves to be more close to the host nation then to Lovia itself.
