Theodora Elrod was elected leader of the Baltusian Democratic Party in 2625. In the 2626 elections, Democrats lost another seat bringing them to a total of 6 out of 75. The only Democrat to be defeated was Elrod's father-in-law, Bill Pedrosa. Following Pedrosa's defeat, many called for Elrod's resignation, however, council Democrats voted by a 4-2 margin in favor of not holding leadership elections. Polls also showed that if a leadership vote was held, Elrod would win 69%. Deputy Leader Chase Kaj Moreno would win 13% and former Deputy Leader Konrad Brice would take 3%. 15% of Democrats were undecided.

Just months before the 2628 elections, Elrod realized that the Democrats were poised for defeat and would only be able to pick up at most 4 seats, so she resigned the leadership. To avoid a potentially disastrous leadership vote, Elrod appointed former party treasurer, Zaneeta Djilas as the interim leader.
