It was named the Clone Navy because the primary service beings were clones, and it also helped distinguish it from the Republic Navy, a defunct space defense organization from as far back as the Ruusan Reformation. Despite its name, it comprised not only clones, but also regular sentient beings. At the time of its institution, it was the largest Navy ever put together. The flagship of the Navy was the Interminable, a Venator-class warship. The Jedi Order was in command of the Navy, and the Supreme Chancellor Rockwater was allowed to serve as a co-commander after the apparent dissolution of the Senate. The navy was composed of several fleets including, but not limited to: Home Defense Fleet, Open Circle Fleet, the Expeditionary Fleet and the Fleet of the Outer Rim. The Interminable did not use the burgundy paint that was the standard for all the warships of the Republic's fleet. It, and its two escort ships used a matte gray coloring to make it distinguishable among the large fleets. The Republic ships used a burgundy paint scheme in honor of the Republic's official colors. The fleet was officially created and commissioned at the onset of the Star Wars in 14 BBY. The fleet was initially operated solely by clones for the first year of combat. After the first year, trained civilians filtered into the command and technical ranks to bolster and replace the clone forerunners. After a few years nearly the entire command structure was manned by non-clone officers, with the exception of the positions above Rear Admiral. Vice Admiral and Admiral were always filled with clone commanders and Jedi respectively. Surgeon General of the Navy was the only Vice Admiral position to legally allow non-clone and non-Jedi. This special case was allowed because of the nature of the position (the senior most medical officer in the navy).
