Solar City was a large, cosmopolitan city on the planet of Galactica Minor. An overcrowded and polluted spaceport, it attracted a wide variety of sentient species. The Seventh Doctor visited the planet and made enemies of some of its — possibly temporary — residents. He also encountered a reporter named Miff who worked for the local Universal Herald, who unsuccessfully tried to get an interview with the Time Lord. (COMIC: Once in a Lifetime)

The Solar Council is chaired by Korlian Dasor and it's full-time secretary, Iona Vane. Due to it's relative vulnerability, the Star Council developed a Timescope in which it could summon champions from the past to help in it's defense when under attack. Hal Jordan was often called upon by the council to serve as it's director. One of the side effects of the time travel however, was memory loss so the council devised an alter-ego for Jordan called Pol Manning. Jordan (as Manning) had memories and a personality implanted as well as a love interest, played by Iona Vane. The Solar Council would use it's Timescope and summon Jordan many times over the next
