The Eternal Atlas predates the Primordial War. It is a map made of all worlds that exist, have existed, and will exist. Its scope moves beyond the mere concepts of "time" and "space", and it exists simultaneously in all time periods. It was originally kept in Creation by a race favored by the Primordials. When the War came, a circle led by Zenith Caste Gama Fen fought their way to the Atlas and managed to uproot it and seize it. However, it required a solid tie to reality to be read, so the first Vault of the Eternal Atlas was constructed by the circle's Twilight with the aid of the Star-Chosen. The Sidereals had a great knack for reading the Atlas, and so became its custodians. The Atlas comprehended the landscapes of the Primordials, and came to be an essential tool in winning the War. I

In the First Age, it was generally regarded as a curiosity. It mapped worlds that didn't seem to exist, and many Solars and Lunars enjoyed wasting their time searching the Wyld for these places. However, when the Sidereals asked to have it moved to Heaven for archival purposes, there was no objection, for the First Age and its Solars were still young. The Eternal Atlas itself is still largely regarded as a curiosity. Though it does contain the future of not only Creation, but of Malfeas and the Underworld and worlds beyond, it is immensely difficult to read and still only presents information as maps (albeit multi-dimensional maps), which is not usually very useful. It is easier and better to read the Loom of Fate for Creation, and there is little point in studying the future of Malfean and Underworld geography, since the information that would make sense of the changes is still lacking. However, because the chamber of the Atlas must be able to contain it along dimensions that do not naturally exist in Creation, it is a very good location to study advanced principles of time and space. One must be careful, though. A wrong turn could lead one to encounter beings from the past, or even the future. One is only allowed in the chamber if they're smart enough not to strike up a conversation with somebody who died 1000 years ago. The rest of the Vault is an understated building that appears to be some small governmental office. However, instead of office rooms, it is completely comprised of map rooms, with abstractions representing the dimensions of the outer worlds decorating every floor, wall, and ceiling. Nobody can really agree on what colors things are, and its polite to avoid the discussion.
