Issue 16 introduced just a handful of new badges, but saw the reduction in requirements for many previous badges. The reductions were an extension of the Developers' stated intent in Issue 15 of making future badges less dependent on aberrant behavior (i.e., AFK farming) to attain. For both Heroes and Villains, it added 2 Achievement badges. In total, 2 badges were introduced for Heroes and Villains upon the release of Issue 16. An additional 2 Accolade badges, 3 Veteran badge, and 7 Event badges were added later, for a grand total of 14 badges during Issue 16.
