The Air Force Center was the planned USAF unit for development of tactical policy and procedures. After WWII, planning for a separate USAF began with the 1945 Simpson Board for "the reorganization of the Army and the Air Force". On 29 January 1946 "Generals Eisenhower and Spaatz agreed on an Air Force organization [composed of] the Strategic Air Command, the Air Defense Command, the Tactical Air Command, the Air Transport Command and the supporting Air Technical Service Command, Air Training Command, the Air University, and the Air Force Center." The Air Force Center was to be the succeeding unit to the USAAF's Army Air Forces Tactical Center established October 28, 1943,* and which had became the "Army Air Forces Center on 1 June 1945" (cf. filter centers of the Ground Observer Corps, "Information Centers" of the Aircraft Warning Corps and the USAAF "Distribution Center" in Atlantic City). Instead, the AAF Center merged into Proving Ground Command (PGC)** to form a new Proving Ground Command (PGC) on 8 March 1946 (the PGC was redesignated the Air Proving Ground Command on 10 July 1946.
