The M181 Cougar Armoured Security Vehicle (ASV) is an internal security vehicle produced for the UNSC Defence Force by AMG Transport Dynamics, based roughly upon the M12 "Warthog" Force Application Vehicle. Its armament primarily consists of two M460LB grenade launchers and an M247 machine gun mounted coaxially within the gunner's turret. A second M247 machine gun is pintle-mounted on the gunner's hatch. In this role the Cougar met significant successes, and, coupled with armour-kitted M12 Warthog vehicles, formed the basis for UNSC light transportation for the remainder of the Insurrection.

The M181 was originally designed under contract during the midst of the Human Civil War, intended to provide UNSC infantry forces with light transports suited to urban warfare: a discipline that the M12 Warthog, mainstay of the UNSC Defence Forces, was ill-suited for. In this role the Cougar met significant successes, and, coupled with armour-kitted M12 Warthog vehicles, formed the basis for UNSC light transportation for the remainder of the Insurrection. The advent of the Human-Covenant War and the drastically different forms of asymmetric warfare it espoused, however, ultimately led to the resurgent prominence of the M12 Light Reconnaissance Vehicle, relegating the M181 largely to UNSC store-rooms and, disarmed and refitted, to the Department of Law Enforcement as a riot-control vehicle.
