The Janus Project was the brainchild of the Council of Judges. The Project itself was contracted to Janus Laboratories. Realizing that Judge candidates who could pass the rigorous physical, mental, and ethical training were hard to find, the Council Judges decided to create their own Judges by using their DNA to make clones. The resultant offspring were fed false memories of a non-existent childhood and then were sent to the Academy to be trained alongside natural-born recruits.
