Eugene Keelson was a mysterious British information broker, who was capable of getting any kind of information on anyone but for the right price. He was also responsible for jeopardizing the Office of Special Projects's computers and as such, the virus he launched against the system granted him access to the files on numerous NCIS Agents and their operations which he presumably planned to sell on the black market. He serves as one of the primary and most dangerous, calculating and personal antagonists in the first season due to blackmailing Callen and nearly selling all the classified information that was in the OSP computers.
