The constituency of Kien Altstadt comprises the entirety of the old inner city of Kien, the capital of Hulstria and Gao-Soto and the primary centre of government and politics. Owing to this function, the district houses many government departments and other buildings, giving rise to a large population of higher-ranking civil servants working for the national, Hulstrian Crownland and city governments. The high prices of accommodation in the old city centre mean the rest of the constituency is essentially middle-class, with small pockets of students studying at Kien's universities scattered throughout. Working-class citizens in the constituency live primarily on its outer bounds, close to the city's "Inner Ring" of working-class neighbourhoods.
