Now a middle-aged operative at the Lovian Secret Service, Avery begins receiving some secret (and illegal) intelligence that the rogue African nation of Tagog may be planning an attack on Lovia. Nobody seems to believe him, so in the process of capturing a Tagogese national and getting solid proof, his actions lead to several deaths and a total fiasco. Congress abolishes the LSS for good and Avery, still adamant that Tagog is planning something, is unable to find anyone amongst the former LSS to help him apart from computer analyst Jim Wang.

He then calls up a number of old buddies, retired in Lovia or from the Intelligence Office in Brunant, and they agree to help him on his mission: infiltrate Tagog and kill Tagogese dictator Guto Quinto.
