Julio César Cedillo is an American actor who portrayed Welles on AMC's The Walking Dead. He is best known for the title role in the 2005 film The Three Burials of Melquiades Estrada. Cedillo grew up in Fort Worth, Texas. In 1988 he graduated from Dunbar High School in Fort Worth. He appeared in several television productions in the 1990s including Wishbone's Dog Days of the West, then made his film debut in 2000 in All the Pretty Horses. Other films include The Rookie, Serving Sara, The Life of David Gale The Alamo, and Cowboys & Aliens.

Other films include The Rookie, Serving Sara, The Life of David Gale The Alamo, and Cowboys & Aliens. Playing the title character in a film directed by Tommy Lee Jones and written by Guillermo Arriaga would be a career high point for just about any actor. For Julio Cesar Cedillo, more memorable moments would follow - walking down the red carpet at the 58th Cannes Film Festival for the screening of The Three Burials of Melquiades Estrada, and then standing with Jones and Arriaga during a 15-minute standing ovation at the end of the film which took two Palme d'Or awards. Julio has come a long way since moving to Fort Worth from Mexico when he was four years old. He remembers spending hours in front of the television trying to learn the language of his new home and new school. Julio went to M.H. Moore Elementary followed by Meacham Middle School, Dunbar Middle School Magnet and Dunbar High School for Engineering Professions in 1988. While watching all those actors on television and listening so intently to their dialog, Julio never guessed he would one day be in front of the camera. He has more than 40 television and film credits to his name. His feature film credits include On the Borderline, Billy Bob Thornton’s All the Pretty Horses, The Life of David Gale, Serving Sara and Bottle Rocket. On the small screen, Julio has enjoyed recurring roles in Prison Break, Exposed and the brand new Drop Dead Diva. He nabbed roles in the ABC Movie of the Week, Finding the Way Home (starring George C. Scott), TNT’s Two for Texas (with Kris Kristofferson), and CBS’s The Legend of Cadillac Jack (starring Clint Black). Julio’s acting career keeps him on the move, but he still calls Fort Worth home. In fact, he married another Fort Worth ISD graduate. Julio is a spokesperson for the humanitarian organization, Children International.
