The Mengenner Isles, named after the city of Mengenne, are one of the seven island chains of the Kaathi. Its three major isles are: Nay Ke Isle (Kaathi: "Witestone Isle"), Kaalor Isle (Kaathi: "Sun's Isle"), and Ypo Isle (Kaathi: "Isle of Hippos"). The isles are nominally under the control of the King at Kingtonne, with the city of Corsairum (Kaathi: Ko Saal, "the Lion's Sword"/"the Infamous Sword") serving as the capital city. Delkishmen have forever been barred from the isles, the Kaathi fearing the expansion of the Delkish Empire. They are willing to fight for the isles which act as a nest of piracy, thievery, slavery and slave trade, shipbuilding, and black markets.

Major cities include: ruined Mengenne, Corsairum, Kaalorsin, and Uairumi Lo. Corsairum, Kaalorsin, and Uairumi Lo act as the "triplet towns of piracy." Corsairum is known for its enormous harbor, and thousands of shops, and shipbuilders. Kaalorsin is known for its brothels, financed by the Virtuemen who make much and more of their profits through the selling of red wines. Kaathimen make good tailors, and for a price they police the nearby waters so that the wine might make it to its destination safely. The tailor Uyaak Meen captains the ship Whore's Sail (sometimes disparagingly called the Whore's Wail) which is famed for its shrieking syren's song, a noise it makes before boarding ships attempting to steal wine or while it itself is pirating. Uairumi Lo is the headquarters of the Order of Living Sam-Raye: the order of the followers of the living code. They are an offshoot branch of the Grand Order of Sam-Raye, not recognized by the shogun. They adhere to a code of honor by a pirate's standard. Notably, most of the city's residents are of pure Kneypish blood.
