The Alliance would hereby be known as The Viridian Entente as it would stand for it's sacred truths and rise through the ranks as one of the biggest alliances of the Cyberverse. Originally, the Lord of the Entente belonged to the fallen GIOC, or Game Informer Online Coalitions. The fall of the GIOC was a great one indeed, but when word went about that the Viridian Entente would be there to recruit new members and to bring about a peaceful Cyberverse, many nations, young and old, came into practice. The Charter is as follows: I – PREAMBLE Article I. The Viridian Entente (herein referred to as “The Entente”) is an open alliance to all members of the green team. It is the goal of The Entente to protect, aid, defend, and develop its members to superiority in the world of Cyber Nations. All members of the Entente are expected to abide by this charter. II – PREREQUISITES FOR MEMBERSHIP Article I. The following prerequisites must be met depending on the type of membership desired within The Entente outlined elsewhere in the Charter: Section 1. All applying nations must be a member of the Green Team. Section 2. All applying nations may not be part of another alliance at the time of their application to The Entente. Section 3. All applying nations must provide the requested information in the Sign-up Thread. Section 4. All applying nations must register on The Entente’s forums. Section 5. All applying nations must have their Nation Affiliation set to “Viridian Entente.” Section 6. All applying nations must be an Entente member for a period of one month. III – ESTABLISHMENT OF MEMBER COUNTRIES Article I. All nations applying for membership in The Entente which meet the requirements of Chapter II, Article I, Section 1 and Section 2, and also at least one requirement of Chapter II, Article I, Section 3, Section 4, or Section 5 will be known as Recruits. Article II. All nations who meet the requirements of Chapter II, Article I, Section 1, Section 2, Section 3, Section 4, and Section 5 will be known as General Members. Also, nations who meet these requirements are elligible to be Committee Members. Article III. All nations who meet the requirements of Chapter II, Article I are eligible to be Lord, Ministers, and General Parliament Members. IV – ESTABLISHMENT OF RIGHTS Article I. Every nation within The Entente holds the right to free speech. A forum of the people will be provided so that each nation may freely air its grievances, suggest improvements, propose legislation to be voted on by the Parliament, and generally speak its mind. However, the Lord and Ministers retain the right to edit any posts made by members for the sake of clarity and organization, not censorship. Article II. Every nation holds the right to a trial by jury. If a nation is accused of a crime against The Entente or another nation, the Minister of Parliament will present its case before the Parliament who will decide the nation’s fate. Article III. Any nation currently represented in The Entente has the right to secede at any time if it so wishes. However, it is customary to submit a letter of resignation to the Minister of Admissions. If the nation wishes to be readmitted into The Entente, the nation will be subject to the following procedure: Section 1. The nation must supply its initial reason for leaving The Entente. Section 2. The Parliament must then vote on the matter. A majority vote is required for the nation to be readmitted. V – LEGISLATIVE Article I. Parliament, comprised of the Lord of the Entente, six Ministers each representing a branch of The Entente, and General Parliament Members will vote to ratify or reject amendments, to make laws and policies, and to decide other matters relating to the good of The Entente and its member nations. All members of Parliament may only vote once in any given matter, and no vote will wield more power over any other vote. If there is ever a discrepancy between nations on any matter, it will be brought to the attention of the Parliament and will thus be voted on. All legislative votes need a simple majority to be passed. In the event of a tie, the Lord of the Entente will cast the deciding vote. Section 1. The Lord of the Entente holds the right to veto any decision made by the other members of Parliament. Section 2. A veto from the Lord of the Entente can be overridden by a 4/5 vote of the remaining members of Parliament. Article II. The Lord of the Entente will appoint members to the six Minister positions, each representing a branch of The Entente. After the Lord makes his appointments, the General Parliament Members will vote to either accept or deny, with a deciding majority vote. These members will serve for one month, at which process will begin again. Nations chosen may serve consecutive terms. Article III. If any nation feels that another nation in a position of authority has abused his powers or remained absent for too long, the issue of impeachment will be brought to the attention of Parliament. Parliament must provide a majority vote in favor of impeachment for the recipient to be removed from office and relieved of his duties. However, if impeachment proceedings are brought against the Lord of the Entente, then Parliament must provide a 5/6 decision in favor of removal from office for it to be effective. Article IV. All Parliament members must sign in when they vote, declaring that they have voted by not specifying what they voted for. If any Parliament member misses two votes, that Parliament member will instantaneously be removed from his position. If it is a Minister, the Lord of the Entente will then choose a replacement. This penalty can be avoided should the Parliament member proclaim his absence in advance. Article V. Any Minister reserves the right to remove any member of his respective committee at any time. When this occurs, the Minister will simply choose replacements. Section 1. At the time of removal, the Minister must provide a reason for the member’s dismissal from his respective committee. VI – EXECUTIVE Article I. Parliament will need a simple majority to elect a Lord of the Entente. The Lord of the Entente holds this position until he abdicates or is impeached, after which the procedure will begin anew. The Lord of the Entente’s main duty is to represent The Entente to the Cyber Nations community. He is to be involved in all aspects of the game and all aspects of The Entente. Due to this great responsibility, the Lord of the Entente selects the Ministers to serve in their various departments, as well as holding veto power over Parliament. Article II. Six Ministers are to each be hand-selected by the Lord of the Entente along with the Lord himself. Section 1. The Minister of Defense is responsible for coordinating and documenting all nations within The Entente according their current Nation Strength and teaching all nations the most effective ways of waging war. The Minister of Defense must advise the Lord of the Entente before and during times of war and also issuing formal declarations of war on other alliances. The Minister of Defense acts as the Chair and Head of The Entente’s Army. Finally, the Minister of Defense is responsible for issuing official declarations of war and peace. Section 2. The Minister of Economics is responsible for keeping the nations of The Entente properly informed in the area of economy, trade, and aid. Some specific duties include: making sure every member nation has all of its trade slots filled, teaching the mechanics of the game to new players, and coordinating any donations made to new nations to help in their development. Section 3. The Minister of Intelligence is responsible for gathering intelligence on potential and current enemies and allies and for maintaining a strength list that will track The Entente’s collective and individual strength. Section 4. The Minister of Foreign Affairs is responsible for seeking diplomatic relations with Cyber Nation’s wealth of alliances. The Minister of Foreign Affairs must keep track of all embassies both on The Entente’s forums as well as The Entente’s respective embassies on foreign alliance forums. The Minister of Foreign Affairs is also responsible for keeping track of and welcoming new Ambassadors and Diplomats to The Entente. Section 5. The Minister of Admissions is responsible for coordinating the acceptance of all new members into The Entente. This includes but is not limited to: regularly recruiting new members, actively checking and bumping the sign-up thread, validating new members on The Entente’s forums, and making sure new members know what to do once they are accepted. Section 6. The Minister of Parliament is primarily responsible for taking in and evaluating any applications for General Parliament Membership. The Minister of Parliament will screen each application to decide which nations will be granted voting rights. The Minister of Parliament’s secondary responsibility is investigating and presenting the case of any nation accused of acting against The Entente, another alliance, or another nation. Also, the Minister of Parliament is responsible for defending any nation within The Entente accused of a crime against another nation or alliance. The Parliament will then vote to decide innocence or guilt, with a majority deciding. Finally, the Minister of Parliament is responsible in determining punishments, whether it be in the form of owed money, expulsion from the alliance or something else. Article III. Committee Members will be chosen personally by the Chair of the respective Committee. Section 1. Any nation within The Entente may apply for one of five positions on the Intelligence Committee, with the Minister of Intelligence acting as the Chair. The Minister of Intelligence then chooses whether to accept or deny a member country’s application until all five positions are filled. The Intelligence Committee is required to assist the Minister of Intelligence in his day-to-day duties, which include updating the strength list, as well as gather intelligence on allies and enemies. Section 2. Any nation within The Entente may apply for one of five positions on the Ambassador Committee, with the Minister of Foreign Affairs acting as the Chair. The Minister of Foreign Affairs then chooses to accept or deny a member country’s application until all five positions are filled. The Minister of Foreign Affairs will designate each ambassador a number of alliances with which to open diplomatic ties. Also, the Ambassador Committee will assist the Minister of Foreign Affairs with his day-to-day duties. Section 3. Any nation within The Entente may apply for one of five positions on the Freshman Committee, with the Minister of Admissions and the Minister of Economics both acting as Co-Chairs. The Minister of Admissions and the Minister of Economics then choose to accept or deny a member country’s application until all five positions are filled. Freshman Committee Members will be responsible for teaching Recruits the finer details of Cyber Nations, as well as regularly giving aid packages to those deemed worth by the Minister of Economics. Section 4. Any General Member may apply for one of eight positions in Parliament as a General Parliament Member. General Parliament Members are able to vote in all matters. General Parliament Members will be specifically chosen by the Minister of Parliament who will screen all applications and decide who is most apt for a parliamentary position. VII – WAR Article I. The Viridian Entente is committed to avoiding war at all times. However, The Entente recognizes that sometimes war is necessary. All wars must be sanctioned by the Minister of War, unless a member nation was attacked first. Failure to comply will result in a trial and possible expulsion from The Entente. Article II. The Minister of War requires that all nations be on standby at times of war. It is highly encouraged that all nations donate aid packages in the form of money and troops to fellow alliance members currently at war. If a nation is specifically called upon by the Minister of War to declare war or send aid, that nation is required to do so. VIII – AMENDMENT PROCESS Article I. If a nation finds that the Charter of The Entente needs to be amended, it is to bring the correction to the attention of the Parliament. An amendment will then be written and presented to the Parliament to be voted on. The amendment must pass with a 5/6 majority in addition to a vote from the Lord of the Entente to be ratified. With this charter, the Viridian Entente would prove to be a worthy alliance, and would still be there as they rise through the ranks. Jul 25 2006, 01:16 AM The Emerald Accords With sudden prosperity within the Viridian Entente, the alliance has chosen to lead a Non-Agression Pact with the Emerald Council. Both alliances would not attack eachother under, leading to the road of a peaceful Cyberverse. Within these Accords, a new light would shine, causing an increase of the Alliances. QUOTE I – PREAMBLE The Emerald Accords serve as a Non-Aggression Pact between the Viridian Entente (herein referred to as “the VE”) and the Emerald Council (herein referred to as “the EC”). All member nations of the VE and the EC must adhere to this Pact. If the protocol outlined in this document is ignored, the Emerald Accords will be considered null and void. II – WAR Article I. Neither alliance may declare war upon each other. Article II. No nation considered to be part of the either alliance may declare war or otherwise attack another nation held to this document. Section 1. If a member of either alliance is considered to go rogue and attack the opposite alliance, then the alliance from whence he came must offer reparations to the attacked nation within forty-eight hours. Section 2. If peace is not declared within forty-eight hours, then the attacking nation must be punished in some form by his respective alliance. III – AID Article I. Foreign aid may be sent to members of either alliance, although this is not a requirement. IV – ESPIONAGE Article I. Neither alliance may spy on each other. Espionage on either alliance’s part can be considered an attack on that alliance. If either alliance is found to be spying on the other, this document will be considered null and void. V – RENEGOGIATION Article I. This document may be renegotiated at anytime. However, the Emerald Accords will still be in effect until both parties have accepted the new terms. The first Non-Aggression Pact ever to be signed by the Viridian Entente would only prove that they are rising through the ranks as a powerful alliance. The Lord of the Entente had chosen to make it official that any member of the Legislature or Parliament in general who would show a lack of activity would pay for their apathy. In a fair system, the only way to repeal this is for the lacking party to explain that they cannot partake in the Viridian Entente beforehand. QUOTE IV - LEGISLATIVE Article IV. If any Minister misses two votes, that Minister will instantaneously be removed from his position. At this point, the Lord of the Entente will then choose a replacement. This penalty can be avoided should the Minister proclaim his absence in advance, which will cause all votes to be won by a majority ruling. This Pact would ensure the safety of the Alliances and would prove to be an advancement to the Viridian Entente's reputation. QUOTE Preamble In recognition that both the Viridian Entente and the Grand Global Alliance are committed to the continued prosperity and development of their respective member nations, we, the assembled members of both alliances resolve to enter into this pact of nonaggression between our two bodies in the belief that said agreement will further the causes to which we cling. This pact will be in effect immediately and unto perpetuity unless either side terminates said pact or either side participates, or has member nations participate, in military action against member nations of the other signatory body. If either alliance terminates this agreement they will inform the alternate side at least four days before carrying out any activity against the previous partnered alliance unless the reason for termination is overt military action from the counter signed alliance. Article II. The pact will act as predetermined authorization from both parties to formally request assistance in any war against any unsigned alliance or nation. Each treatied alliance has the option to refuse said request but can not use said refusal as means of breaking the pact outside the normal means determined in Article I. If any of these provisions are violated, this document is rendered void unless the offending member of the alliance is punished within a period of 24 hours and reparations are paid to the offended alliance relative to the damages done once the damages are clear. Article II In the case of an attack one of the signing alliances from an outside threat, the other signing alliance is not required to aid the attacked alliance. Article III All members of the signing alliances must treat each other with respect and civility or this document may be rendered void. Proclamation of Neutrality Proclamation of Neutrality of the Green Protection Agency The duty and interest of the member states of the Green Protection Agency (henceforth GPA) require that the GPA in sincerity and good faith pursue friendly and impartial conduct toward all other nations, maintaining a strict stance of political neutrality. Therefore we hereby declare that the GPA is legally bound to its neutrality, and must exhort and warn member states to avoid any and all acts or proceedings which may in any manner contravene this agreement and thereby violate the neutrality of the GPA. Furthermore, we do agree that any member nation of the GPA committing, aiding, or abetting hostilities against any other nation or otherwise breaking the terms of this treaty does render itself liable for punishment; and further, that this punishment will be delivered without delay, restraint, or reserve by the officers of the GPA in formal prosecution against the accused member nation. GPA Recognition of Neutrality Agreement We, the undersigned alliances of nations (henceforth Assenters) do hereby duly recognize the neutrality of the GPA, and do agree to the following convention: Article 0: Definitions Assenters - Any undersigned alliance Belligerent - Any nation that undertakes hostile action against a member of the GPA. Hostile action - An actual, attempted, or threatened attack, invasion, or endeavour to inflict harm upon the targeted nation, or its citizens, territories, or properties. Article 1: Prevention of Aggression The citizens, territories, and properties of the GPA member states are inviolable. GPA member shall not violate the citizens, territories, and properties of any Assenters Article 2: Neutrality GPA member states shall be considered neutral in any conflict, save for those in which a Belligerent has taken hostile action against a GPA member state. Article 3: GPA Defense The fact of a GPA member state resisting, even by force, hostile acts against, or attempts to violate the neutrality of, a GPA member state by a Belligerent shall not be regarded as a hostile act. In these times of outsourcing and turmoil, an enemy from any opposing Nation or Alliance may find their way into the Alliance. In this case, the Espionage Act was signed and made official. QUOTE I - THE ESPIONAGE ACT Article I. From this point onward, any member of the Viridian Entente found to be an undercover agent submitting sensitive information to a foreign alliance will be subject to the following procedure. Section 1. The traitor will be immediately and permanently expelled from the Viridian Entente and may never again be given membership status. Section 2. At the moment of the undercover agent's discovery, the Viridian Entente and its member nations declare war on that nation, as guided by the Minister of War. Section 3. It will be left up to the discretion of the Minister of War whether or not to declare war on the alliance that had sponsored the spy. Aug 12 2006, 04:40 PM The Nuclear Response Act Officially Signed Nuclear Weapons result in Radiation and Environmental troubles, and often initiates war within the Viridian Entente and other opposing members. To ensure that there were no Rogue Nations involved in the Viridian Entente, the Nuclear Response Act was debated and signed to ensure the safety of the Cyberverse. QUOTE I - THE NUCLEAR RESPONSE ACT Article I. No nation within the Viridian Entente may initiate nuclear warfare with another nation or alliance. Section 1. This Act does not prohibit the purchasing of nuclear weapons by member nations of the Viridian Entente. Section 2.Member nations of the Viridian Entente are permitted to use nuclear weapons in defense provided the opposing nation attacked with nuclear weapons first. Aug 27 2006, 03:34 PM The North Atlantic Defense Coalition One of the largest alliances of the Cyberverse has offered a formal Non-Agression Pact between themselves and the Viridian Entente. This Alliance, the North Atlantic Defense Coaltion (NADC) wishes for everything that the Viridian Entente wishes for, peace and prosperity. QUOTE The NADC - The Viridian Entente NAP A formal pact of non-aggression between the the North Atlantic Defense Coalition and the Viridian Entente. This article is considered inferior to a Mutual Defense Pact. If ever there is a conflict of interest between them, it is grounds for termination of this Non-Agression Pact following the termination procedures outlined below. Preamble To further peace and good relations, the North Atlantic Defense Coalition and the Viridian Entente agree to the following terms of non-agression. Article I - Sovereignty In the signing of this pact, it must be clear that both organizations will remain sovereign as well as their members. Article II - Attacks No member nation of either alliance will declare war on any member nation of the other. Should a member nation of one signatory alliance attack a member nation of the other signatory alliance*, then the victim alliance must first contact the leaders of the offending alliance and attempt to work out a diplomatic solution before ANY action is taken (this includes aiding the attacker/defender militarily, financially, or economically). If the attacker is found to be guilty by his or her alliance, he or she must pay war reparations equal to the total losses suffered by the defending member nation as well as the sum of approximately 10x the defender's nation strength should the defender descend into anarchy. If this condition is not met, it is considered justifiable grounds for termination of this pact following the procedures layed out in Article VI unless the attacking member is expelled from his or her alliance. Article III - Aiding Enemies No member nation of either alliance will provide aid, be it military, money, technology, or knowledge, to enemies of the other. Should a member nation (henceforth known as the aider) of one signatory alliance provide aid to an enemy (henceforth known as aided) of the other signatory alliance, then the victim alliance must first contact the leaders of the aiding alliance and attempt to work out a diplomatic solution before ANY action is taken (be it against the aider or the aided). The aider must pay reparations equal to or greater than the amount sent to the aided to whomever the victim alliance choses. If this condition is not met, it is considered justifiable grounds for termination of this pact following the procedures layed out in Article VI unless the aider is expelled from his or her alliance. Article IV - Espionage No member nation of either alliance will commit acts of espionage against the other. Should a member nation of one signatory alliance commit an act of espionage against the other signatory alliance, then the victim alliance must first contact the leaders of the offending alliance and attempt to work out a diplomatic solution before ANY action is taken. The member nation which committed the act of espionage must be expelled from his or her alliance. If this condition is not met, it is considered justifiable grounds for termination of this pact following the procedures layed out in Article VI. Article V - Implication If either signatory alliance undertakes action (agressive or defensive) against other alliances or nations, they do so without the implication to the other signatory. In the event that either of the said alliances enters a transgression (defensive or agressive), the other alliance is not obligated to participate for either side. Article VI - Termination This treaty can be revoked for the reasons outlined in Articles II, III, and IV as well as any other perceived violation of non-agression. Notification of revocation must be given to the other signatory within fourty-eight hours. Should this treaty be revoked by either alliance, a twenty-four hour grace period begins in which neither alliance may declare war on the other, after which no such rules apply.
