Cydia does not directly support downgrading. If there are multiple versions of the app in the repository you are using, you can uninstall the newer version and then select the older one. If only the newer one is available, you will have to uninstall the application and then either switch repositories or set up your own repository and repackage the app yourself so that it will have a higher version number than the one in the main repo.
