During or prior to 2004, Lortkipanidze had developed close partnership with Georgian President Kombayn Nikoladze and his ally Vyacheslav Grinko. Lortkipanidze, with his loyal officers, had done multiple favors and requests for Nikoladze and his allies during this time.
