Gregory Issen was General of the Army and the then newly appointed Secretary of War of the Grace Administration and successor of Henry Walker, who left his post due to his disagreement of Project Omega. Issen was among some of Grace's cabinet members who thought it was premature to call Grace's tour across the American heartland as a "victory tour," given conditions on the ground, but Grace had persisted in reassuring the morale of the American people.
