General elections were held in Kalopia on 2 February 4095. They were held to elect the 450 members of the Grand and General Council (Meclis), which in turn elects the President of Kalopia. They were the first multi-party elections in the country since the ones held in 4058. The ruling Motherland Party (AP) of President Binali Kırmızıgül had liberalized the Kalopian political system since the early 4090s, and announced in 4093 that opposition parties would be allowed to contest the next elections.

They were the first multi-party elections in the country since the ones held in 4058. The ruling Motherland Party (AP) of President Binali Kırmızıgül had liberalized the Kalopian political system since the early 4090s, and announced in 4093 that opposition parties would be allowed to contest the next elections. Despite generally high expectations ahead of the elections, reports of election fraud were widespread; indeed, the Motherland Party scored nearly 76% of the vote and secured 387 of the 450 available seats. The only opposition party, the Kalopian Restoration Party (KAPO), received 24% of the vote, and entered the Meclis for the first time. In the aftermath of the elections, the KAPO party ultimately opted to vote in favor of President Kırmızıgül's re-election, stating that they considered him the "best of the worst" of the regime's leaders, and that they wished to encourage his democratic reforms. As a result, Kırmızıgül was elected for a fifth consecutive – and, ultimately, final – term as President of Kalopia, with 448 deputies voting in favor of his re-election, and 2 abstaining. For the bulk of the 4095–4100 legislature, the Motherland Party and KAPO served in a power-sharing national unity government. The 4095 elections were the last to be held in the Great Kalopian Republic; in the year 4100 the country transformed into a bi-zonal federation conisting of a Kalopian territory and a Tukaric territory. The Grand and General Council was became known as the Congress of the Union after 4100.
