Kang Min-hyuk (b. 8 Aug 3461; d. 17 Oct 3547) was the second High Councillor of the Dranish Autonomous Zone. Previously he had served as the Dranish Minister of Infrastructure & Transport. Before entering politics in 3495 as a member of parliament for the Virtuous Alliance Dranland (KDF), Kang was a prominent urban planner in Gongmangdo-Comares. He was responsible for the development of a number of GC's growing outer districts, and he designed two new metro lines which connected the inner city to the outer districts. One of Kang's top aims was to make the GC Metro be one of the best and most efficient in Dovani.

Before entering politics in 3495 as a member of parliament for the Virtuous Alliance Dranland (KDF), Kang was a prominent urban planner in Gongmangdo-Comares. One of Kang's top aims was to make the GC Metro be one of the best and most efficient in Dovani. Upon becoming High Councillor of the Dranish Autonomous Zone (DAZ), Kang immediately began work to modernize and development the very backward region. His ultimate aim was to construct a modern transportation network and to deliver stable internet connections to the people of the region. One of Kang's first acts was the creation of a de facto capital city of the DAZ. This city was named Enomoto-si, in honor of Hideo Enomoto, the first High Councillor of the autonomous zone. Kang saw quick progress in the construction of Enomoto-si, and with the help of public-private partnerships with groups like Haedodi Corporation, Kang hoped to see the city completed by 3510.
