Elle fut construite par ses derniers en surface de la planète, permettant ainsi à des espèces non aquatique de pouvoir venir sur Manaan. Elle prospéra de nombreuses années grâce aux sources de kolto, jusqu'aux jour ou les sources tarirent. En quelques dizaines d'années le commerce entre la République Galactique et Manaan se stoppa, les Selkaths repartirent dans les profondeurs des mers, laissant Ahto City sans gouvernement.
