His Imperial Holiness was a construct used by the Satraps of the Holy Bureaucracy to maintain order within the Hectariat. They portrayed His Imperial Holiness to be a nameless god, manifested on the mortal plane, who ruled through the Holy Bureaucracy, and his chief ministers, the Satraps. The only religion sanctioned in the Hectariat was that of His Imperial Holiness. His Imperial Holiness never appeared to the people. Instead, he appeared in holograms, or made edicts through his ministers.
