Widow's Perch is a big enough town, so not everybody knows everybody else. Sometimes there are simply faces in the crowd, and this group is for those characters that don't fit in the other character groups. Think of it as a database for the masses, and most of the people here are nameless. A character only needs to have a definable face to end up in this group.
