Pestel doctrine. Theory. This theory was presented in the book “Russian Law”, which was printed in London in 1837. Basic principles of state building, according to it: 1) Every society (and, so, every state too) has its own purpose, to achieve that requires efforts of the whole society, so society will be homogeneous as possible. Purpose of the state is welfare of the citizens. 2) The government must lead the people to prosperity.
