This is usually left for the player to decide. Angela actually states that she wished James had not saved her from her father's monsterous form. The burning staircase is either seen as the fire which had happened in the hotel three years previously, or Angela metaphorically saying her life is a living hell, and kills herself because of it. The ambiguity of this is part of Silent Hill's great plot and storyline.
