'Special Mission Unit Forces' used an SOP based on a Jan 2003 SOP in Afghanistan, which was in turn based on the Haynes Memo of Nov 27 2002, signed by Donald Rumsfeld on Dec 2 2002. JRPA visited SMTFU in Sep 2003 Carolyn Wood recommended the SMTFU SOP to her chain of command.
