The Chief of Naval Operations of the Solarian League Navy was the senior uniformed officer and overall commander of both Battle Fleet and Frontier Fleet. Officially the CNO was the Minister of Defense's deputy, but the latter's actual command authority was sharply circumscribed and the CNO exercised powers of the Defense Minister in fact. However in early 1920s PD the CNO wasn't a member of the so called "Quintet" of the Permanent Undersecretaries, an informal body, that really controlled government of the Solarian League. (SI2, HH12)
