Byth Vesten is a tall, gangly human who walks with a perpetual stoop. He has a long, thin face with a look of constant worry. He is a former Captain of the Falcons, the elite of the Jerris Navy. He does an admirable job of administrating a city that is always shrouded in dust and despair. As Magistrate, he presides over the Assembly and has the final say among the various mechant houses, guilds, the Falcons who make up the Assembly.
