Hagdow is a strange clone of Bugara. He is not at all secretive about what Bugara does, and how Bugara acts. Hagdow tries to convince people that Bugara is a good person and not an evil cold blooded murder, and disses the United 'Gees government for trying to hide his existance. Weegee and Malleo don't like him very much, so they often discredit Hagdow whenever he makes an open, public speech.
