Maryland Celebration Planned for Oct. 4 Plans were unveiled today to honor Maryland's Olympians -- including eight-time gold medalist Michael Phelps -- in a series of events on Oct. 4, 2008. Gov. Martin O'Malley, Baltimore County Executive Jim Smith and Baltimore Mayor Sheila Dixon were joined by Phelps' mother, Debbie Phelps, at Towson High School to announce the plans. Following the parade, Phelps and the Maryland Olympians will be honored at Fort McHenry at 7:00 p.m. That event will include music, fireworks and a salute to Phelps.
