The Multilateral Arms Reduction Treaty (MART) was a multilateral agreement signed by the United States, France, Turkey and Ireland on October 17, 1997 at the Cape Town Conference. The agreement, which added to the SALT I and SALT II agreements signed by France and the United States on earlier occasions, stipulated the reduction of nuclear tactical and strategic weapons by the four powers by a minimum of a third of all active warheads and to reduce the production of new weapons by one half. The treaty was signed by U.S. President Stephen Martin, French Emperor Albert II, Irish President Bertie Ahern, and Grand Vizier of Turkey Edcep Sagin, acting on behalf of Sultan Osman V.
