Heff Milcher is the Vektan Minister of Defence. Templar has to rescue him in the third mission of Killzone: Liberation. Milcher may be a career politician with no experience of battle, but his vote is still crucial in the decision over General Stratson's plans to deploy nuclear weapons. The plan faces opposition within the ISA, so Stratson has been careful to woo the defense minister's support ahead of the crisis meeting at Rayhoven. He is killed by Colonel Cobar.
