Yes, Ryo unlocks all the characters in the game once you 1.7 Million, so, choosing Ryo will actually help you unlock the characters faster, for example, I won the first Ninja World Tournament, and I had a choice between Ryo, The Fourth Kazekage or Accessories, I chose the Kazekage, and later I would later unlock the other Kage simply by getting Ryo.
