The Hitojichi Laws were drafted by Hantei XI during the time of the alliance that had brought down Iuchiban. The "Hostage" Laws required every daimyo to spend at least one month of every year in Otosan Uchi. After the daimyo returned home, his family remained in the city for another month as hostages of the Emperor.
