Prior to the Treaty of Algernon of 2311, the Romulan government believed Starfleet was covertly testing a cloaking device aboard the Cochrane. The bird-of-prey Sculex was dispatched on a mission to find and destroy the starship. In the engagement, the Sculex badly damaged the scout. Later, Starfleet scuttled the Cochrane.
