The goal of Operation: Advantage was to destroy this structure; it failed due to the combined efforts of Stream Protectors and the Makron's reincarnation. It is so heavily guarded that the original plot, to destroy it with an EMP, would not have worked even without the Makron and the Stream Protectors interfering.
