Inquisitor Mendoza is the leader of the Inquisition. He leads the Order of the Holy Flame into the island where the game takes place. He wears the Inquisitor armour and the Ocular, along with a Double-Bladed staff. He plays the biggest part in the game no matter which side you choose.
