The Commission for the Preservation of the New Order, or COMPNOR, is the principle social conditioning and propaganda apperatus of the Galactic Empire. It is responsible for turning ideology into implementable policy, manipulating media, engineering social change in line with the wishes of the Emperor and controlling the collective consciousness of the Empire.
