A Phantom was a member of the Imperial Bureau of Force Investigations, otherwise known as Insight, that served a Force-sensitive operative of intelligence, espionage and assassinations, effectively functioning in whatever role was assigned to them. Phantoms were considered to have been the right hand of the Third Imperium in regard to governmental security.
