The Flag Officers' Handbook was a book of regulations for high ranking officers of the United Earth AeroNav Forces. The Flag Officers' Handbook was the only place where the 2000 series of AeroNav General Orders were published, and included General Order 2013, which was a contingency plan for an alien invasion of Earth.
