The NY Walker is a gait mutation filed by Goron40 on the Gameware forums. The mutation was found in a Norn named Max. The mutation consists of a norn's gait being changed so that it will take a step, then turn about, then repeat. Aparently there have been several reports on this type of mutation. The name was suggested by twstdtink. The disorder appears to be a true genetic mutation, as Max's children were found to have the disorder. It does not appear to have any other effects.
