Phil Holden was an NSA official active during Day 8. Holden was contacted by Jack Bauer, who was seeking help tracking down the terrorists led by Samir Mehran. Since CTU NY was crippled by an EMP, Phil offered to help assist Jack. Jack's call to Phil set in motion the decision to send NSA engineer Frank Haynam to CTU. ("Day 8: 4:00am-5:00am")
