Frank Ormand was the owner of the Pretzel Wagon. After Marge opens up her own business 'The Pretzel Wagon' which is the franchisee of Frank's business, Frank dies immediately afterward in a car accident with the executor of his estate. Frank is said to be Gary Chalmers' brother; this is not confirmed, but he does bear a resemblance to him.
