I am not entirely sure what you are referring to. Bleach manga is currently in a short arc, which is to be followed by a long arc. Bleach manga cannot have "fillers" as it is the original story. However, some obnoxious fans with gripe against Kubo often use the term "filler" to describe chapters that they don't like. These people are not to be taken literally.
