Tom Southwell was Chief Minister of Mainland before it split into East Mainland and West Mainland, at which point he became Chief Minister of West Mainland, holding most of the political power of that state. He died suddenly on January 6, 2006 of cancer, at the age of 48. Southwell remains the only person to have been Chief Minister of more than one state.
