Dynamic Components are special components that are interactive. They can be clicked using the Interact tool to interact. For example, a car can change color, a door can open/ close and windows can be scaled with keeping their borders the same dimension. Only SketchUp Pro can create or manipulate dynamic components. SketchUp, however, cannot modify them; but they can be interacted.
