Vance Madison was a scientist working on Project Genesis on Regula I under Doctor Carol Marcus. He earned a chemistry degree in 2283 and also worked as a computer game programmer. He was also a fan of Lewis Carroll. To buy time for others to escape with the Genesis Project, Madison was strung up and bled out by Khan and his men in 2285.
