Pepper Street is nothing but a hoax. The Troll City Guard, Sourbelly, asks an adventurer if he were "one of the strange people who sell spices in Pepper Street." If the adventurer confirms this, Sourbelly explains there is no Pepper Street in Port Blacksand and wants to arrest the adventurer.
